Reintegration of Returnees and IDPs through Policy, Planning and Targeted Assistance (EU8)

Background and Objectives

Background

Since 2002 over 5.6 million Afghanis have returned to provinces across the country and over 40 per cent have not been able to reintegrate. Since 2003, and the aftermath of the fall of the Taliban regime, it is estimated that approximately 200,000 persons have been displaced, of which over 121,000 persons remain internally displaced at the end of September 2010. The potential return of approximately 400,000 Afghans in 2012 and 2013 has been anticipated. Nangarhar and Kabul are the two provinces where internally displaced persons (IDP) are currently living in displacement, while Kabul is also receiving many uprooted people migrating to the city for security and economical reasons. Therefore their natural places of resettlement on their return are cities. This is evident by the unprecedented growth of cities in Afghanistan over the last years such as Kabul currently estimated to have a population of 4.5 million and an annual population growth rate of around 5 per cent. As a result, this influx of the returnees and IDPs has been creating severe strain on the basic services and infrastructure in especially the informal settlements.

Objectives

This Project, in continuation to the previous EU funded projects in Kabul and Jalalabad cities, and the Land Allocation Scheme of Sheikh Mesri Township aims to support communities and local governments with the social-political reintegration of returnees and IDPs through community empowerment, access to basic infrastructure and services. It also supports extreme vulnerable families with building materials to be able to improve a dwelling or construct a basic dwelling.

Activities

  • • Organizing neighbourhoods with Community Development Councils established
  • • Preparing Community Action Plans and Clustered Development Action Plans
  • • Delivering priority basic infrastructure and services at clustered/community levels
  • • Providing extremely vulnerable households with adequate shelter packages
  • • Supporting municipalities of Kabul and Jalalabad through the delivery of selected basic services and infrastructure at Municipal level and a pilot scheme on road classification and naming
  • • Support to the Kabul Solidarity Programme with Neighbourhood Development Councils
