Project Overview
Local governments and urban stakeholders have started to address climate change in the Asia and Pacific region by exploring low carbon development paths and by building up their countries’ resilience. Support to these efforts has included the UN-Habitat’s Cities and Climate Change Initiative .
At the global level such efforts have received a significant boost through the adoption of the Sustainable Development Goals , with two goals in particular: Goal 11 “Make cities and human settlements inclusive, safe, resilient and sustainable”; and Goal 13 “Take urgent action to combat climate change and its impacts”.
Climate Change has a strong emphasis in the New Urban Agenda , which will be the outcome of Habitat III . This, in addition to the Compact of Mayors , among other things, demonstrates the unprecedented local government commitment to the Global Climate Change Negotiations. It all points at the necessity to enable local governments to take such action. For local governments to act it is critical that:
- Their capacities are further strengthened – through institutional support, tools and training
- Funding is being made available for action at the local level
- Multilevel governance processes, policies and legislation are enhanced
Complementing ongoing initiatives, the entry point for this project is policy and legislative review and enhanced national urban frameworks.

REGIONAL
- ・Regional Expert Group Meeting (organized in March 2015)
- ・Drafting regional guidelines for national policy and legislative review on how to incorporate climate change into urban related policies and legislation
- ・Organizing two sub-regional workshops to review/validate the draft guidelines and to adapt them to specific sub-regional realities/needs as appropriate
- ・Training workshop on national urban policy and legislative reform processes
- ・Develop an online training package
COUNTRY-LEVEL
- ・In-depth (country) assessments of national urban related policies and legislation
- ・Advisory services and national government capacity building (through national workshops) in support of the policy and legislative review process
- ・Assistance to build local capacities in support of multi-sectoral and broad based pilot city intervention to inform national urban policy and legislative review
