Upscaling of Community-Driven Development Process in Phnom Penh (CDS-Phnom Penh) (Completed)

Background

The project aims to upscale community-driven development processes to integrate slum upgrading and poverty reduction strategies into the City Development Strategy for Phnom Penh, formulated through a series of district and city level consultations. This project also complements the urban poverty reduction project.

Results

Supported by ACHR and the Municipality of Phnom Penh, SUPF Urban Poor Survey 2003 was completed by mapping all the settlements in Phnom Penh. Mapping of development plans were also conducted.3 Pilot communities were selected for upgrading to test various upgrading methods and techniques, including land sharing, in-situ upgrading and nearby relocation.Community leaders from these pilot sites shared their experiences with their counterpart in Bangkok during their study visits. At the UPDF 5th Anniversary, the Prime Minister pledged the government commitment to improve 100 settlements per year for the next 5 years.These activities helped increase understanding the situation of the poor settlements in Phnom Penh and strengthen community solidarity and elevate the awareness of development and land issues within the city to both the government and the people.A series of consultations with the public has lead to a sustained and constructive policy dialogues with the government.
