背景
国連ハビタットは、アフガニスタン暫定政府が国家再建に果たす役割の強化を支援し、入念な調査と計画に基づいて復興プロセスを実施することにより、紛争後の地域の融和と団結を促すことができることを実証してきた。また住民団体やNGO、市行政当局、地方自治体、他の国連機関、各国の政府援助機関などさまざまなレベルにおけるパートナーシップを促進することにより、インフラの再建と社会の復興における特に困難な分野について支援を実施してきた。2002年半ば以降、アフガニスタンにおける国連ハビタットの主な活動は次ページ以降のようなものである。
