Slum Upgrading Facility in Indonesia (SUF) (Completed)

Background

SUF is a new global facility located within the Human Settlements Financing Division of UN-HABITAT and operating in cooperation with the Cities Alliance, Slum Dwellers International, bilateral development agencies, the World Bank and regional development banks, United Cities and Local Governments, and commercial banks. The central objective of SUF is to assist developing countries to mobilize domestic capital for their own slum and urban upgrading activities. It facilitates links among these local actors, and packages the financial, technical and political elements of development projects to attract such investment. Indonesia was chosen as one of pilot countries for intense project development to assist urban poor communities.

Results

The SUF Project Team was been established late during the year, with the first activities to briefly document on-going community, government, private sector and donor initiatives in urban slum upgrading, as well as summarise the existing policy framework nationally, as well as in the two pilot cities of Jakarta and Yogyakarta. The intention being that this will identify potential projects that could be packaged for slum upgrading and urban infrastructure investments by mobilising domestic capital. A National Workshop on Project Development for Slum Upgrading Financing will be held in early 2006, followed by city-partner workshops in Jakarta and Yogyakarta to further develop the projects for future SUF and international partner financing.
